Property and Casualty Broker-Agent
California does not issue a single property and casualty license. This one 150-question exam qualifies you for two licenses, Property Broker-Agent and Casualty Broker-Agent, and it tests national property and casualty material alongside California rules from Proposition 103 to the FAIR Plan.

What exam day looks like
The exam is 150 questions in 180 minutes, given by PSI at a test center, at the CDI examination site in Los Angeles, or online with remote proctoring. The passing score is 60 percent.
California law is not a separate section. Licensing law, unfair practices and California property and casualty law are spread through the exam with the general material on property, liability, auto and homeowners coverage.

What the California material covers
Proposition 103 is a large share: the order of the mandatory auto rating factors, the Good Driver Discount and who qualifies for it, prior approval of rates, and the narrow reasons an auto policy may be canceled or nonrenewed.
Expect notice rules for canceling and nonrenewing auto and residential property policies, the duty to offer earthquake coverage with residential property insurance, the California Earthquake Authority, the California FAIR Plan, the California Insurance Guarantee Association, claim rules after a declared disaster, and the employer's duty to secure workers' compensation.
Broker-agent and solicitor
The license title reflects how California uses both roles. A licensee may act as an agent for an insurer that has appointed them, or as a broker acting for the client, and the Insurance Code sets out when a licensee is presumed to be acting as a broker.
A solicitor is a different license: a person employed to help a property and casualty broker-agent. Knowing which role a licensee is in, and what each may do, is a common exam question.
Common questions
- Do I get one license or two?
- Two. Passing this exam qualifies you for the Property Broker-Agent license, which covers loss or damage to property, and the Casualty Broker-Agent license, which covers liability for injury to others.
- How is this different from Personal Lines?
- Personal Lines Broker-Agent is a narrower license for auto, residential property and related personal coverage, with a shorter exam of 90 questions in two hours. The Property and Casualty exam is 150 questions in three hours and leads to broader authority, including commercial lines.
- Do I need a prelicensing course?
- You need the one-time 12-hour course on ethics and the California Insurance Code, completed before the license is issued. The 20-hour property and casualty courses were repealed from January 1, 2026.
