Florida life, health and variable annuity (2-15)
The 2-15 is Florida's most popular entry license. It combines life, health and variable annuity authority in a single exam, which is why it is the fastest route into the products Florida's retiree market runs on.

What exam day looks like
The 2-15 exam is 165 questions in 2 hours and 45 minutes, of which 150 are scored and the rest are unscored pretest items. You need 70 percent of the scored questions, and the result is given at the Pearson VUE center. At just over a minute a question the clock is tight but rarely what beats candidates.
About a quarter of the paper is Florida law and the rest is national life and health material. The state portion is not a small final section; it carries the same weight it does on every Florida line.
| Area | Rough share |
|---|---|
| Life policies and provisions | About a quarter |
| Health policies and provisions | About a quarter |
| Florida law | About a quarter |
| Annuities and general insurance basics | The remainder |
What the license lets you do
A 2-15 agent may sell life insurance, health and disability coverage, major medical, Medicare supplement and long-term care, and both fixed and variable annuities. It is the broadest of the life-and-health licenses and can serve as agent in charge of a life-and-health agency.
Because it includes variable products, it pairs naturally with securities registration. Selling a variable annuity or variable life contract also requires the appropriate FINRA registration, since those are securities as well as insurance.
After you pass
Apply through DFS MyProfile, clear the background check, and get appointed by an insurer or agency; the license is inactive until an appointment is on file. The passing score is good for one year, so the application should not wait.
Continuing education then runs 24 hours every two years for the first six years, including a 4-hour law and ethics update, dropping to 20 hours after that.
Common questions
- How is the 2-15 different from the 2-14 and 2-40?
- The 2-15 combines both life and health authority. The 2-14 is life and annuities only, and the 2-40 is health only. Agents who want to sell across both areas take the 2-15 rather than two separate licenses.
- How many hours of pre-licensing does it require?
- 60 hours through a DFS-approved provider, based on the state study manual. Most people finish the coursework in one to three weeks, though the exam deserves separate practice afterward.
- Can I sell annuities with this license?
- Yes, including variable annuities. Fixed annuities are covered by the 2-15 itself; variable annuities are also securities, so selling them requires the appropriate FINRA registration in addition to the license.
